Terms of Service
INSTITUTIONAL PROCUREMENT TERMS & STATUTORY GOVERNANCE
These Terms of Service govern all website access, search queries, institutional document retrievals, automated analytical briefings, and statutory dossier acquisitions executed through Index Data (indexdata.org).
By accessing, browsing, querying, initiating a transaction, or downloading any materials from this repository, the user and purchasing entity automatically acknowledge, accept, and agree to be bound by these Terms of Service, including all warranty disclaimers, limitations of liability, fulfillment protocols, and statutory terms detailed below. If you do not agree to these terms, you must discontinue use of this platform immediately.
Index Data operates strictly as a zero-registration, self-service institutional repository engineered for corporate compliance departments, legal counsel, policy analysts, and regulatory researchers.
DIGITAL FULFILLMENT & DELIVERY GUARANTEE
STATUTORY DISCLAIMER & NON-AFFILIATION NOTICE
Index Data is an independent, privately operated statutory, legislative, and regulatory intelligence platform. We are not affiliated with, endorsed by, or an official representative of any national government, legislative body, executive ministry, regulatory authority, or intergovernmental organization. All underlying laws, regulations, statutory instruments, and official records are curated under applicable statutory public-domain provisions and open-government reuse licenses (see the Statutory Licensing Schedule below). Fees cover programmatic compilation, formatting, analytical indexing, and cloud delivery services.
NATURE OF SERVICE & MULTI-JURISDICTIONAL LEGAL BASIS
All underlying primary and secondary legislation, final and proposed rules, statutory instruments, and multilateral resolutions indexed on Index Data originate from official public-domain registries or statutory open-government licenses that expressly authorize commercial compilation, value-added formatting, and digital distribution. Unindexed raw source files may be located free of charge directly through decentralized government portals.
Index Data does not claim copyright over underlying government source PDFs. The one-time transaction fee ($29.00 USD to $199.00 USD, tiered objectively by document page count, with an automatic 15% Institutional Batch Discount for orders of 3 to 25 dossiers) compensates strictly for our proprietary value-added services:
- • Programmatic multi-jurisdictional ingestion, procedural noise filtering, and taxonomic authority classification.
- • Analytical synthesis of the plain-English Executive Briefing, structured HTML Regulatory & Compliance Matrix, statutory definition lists, and two-stage Table of Contents (TOC) extraction.
- • Lossless archival PDF verification, high-resolution Page 1 document previews, high-availability cloud storage hosting, and dual-channel instant digital delivery without requiring user registration or recurring subscriptions.
DUAL-CHANNEL INSTANT DIGITAL FULFILLMENT (DIGITAL_GOODS)
All transactions on Index Data—whether single-dossier retrievals or multi-dossier batch acquisitions (up to 25 dossiers per checkout with an automatic 15% Institutional Batch Discount for 3 or more dossiers)—are one-time purchases for immediate digital document delivery (classified under payment processing rules as DIGITAL_GOODS). No customer accounts, logins, or recurring billing agreements are created. Upon verified payment capture (status COMPLETED):
Step 1 (Immediate On-Screen Receipt & Direct PDF Download): The buyer’s browser is directed to an on-screen Official Transaction Receipt displaying the verified Transaction ID, itemized dossier manifest, and Statutory Basis, providing direct download buttons (↓ DOWNLOAD PDF and one-click ↓ DOWNLOAD ALL batch streaming) to save the unabridged PDF dossiers directly to the buyer’s device.
Step 2 (Automated Email Backup): A formal itemized transaction receipt containing permanent backup download links for all procured PDF dossiers is simultaneously dispatched from support@indexdata.org to the billing email address associated with the payment method.
CORPORATE BILLING, SETTLEMENT & STATEMENT DESCRIPTOR
All prices are denominated in United States Dollars (USD). Single-dossier and multi-dossier batch transactions (1 to 25 dossiers) are processed via encrypted server-side sessions through the PayPal v2 Orders REST API, supporting direct corporate credit and debit card settlement (without requiring a PayPal account) as well as PayPal Business balances. For custom multi-jurisdictional compendiums or bulk archival retrievals exceeding 25 dossiers, manual SEPA or institutional wire settlement is available upon inquiry via our Support Desk (/contact/).
Official Billing Statement Descriptor: INDEX DATA
Itemized Receipt Format: Index Data [Document ID] – Official PDF Dossier (X Pages)
REFUND POLICY & UNCONDITIONAL DELIVERY GUARANTEE
Because digital PDF dossiers are delivered instantaneously upon checkout capture and cannot be revoked once transmitted, completed digital downloads are generally final. However, to protect corporate cardholders and ensure 100% procurement reliability, Index Data enforces an unconditional Delivery & Integrity Guarantee:
Intercepted Downloads or Firewall Blocks: If a corporate network firewall prevents the direct browser download or filters the automated backup email, submit your PayPal Transaction ID via our Support Desk (/contact/) or email support@indexdata.org. The Index Data Operations Desk will dispatch a verified replacement download link immediately.
Duplicate Corporate Charges: In the event of an accidental duplicate transaction for the identical Document ID, a 100% full refund of the duplicate charge is issued immediately upon verification.
Defective or Incomplete Source File: If an underlying PDF file is technically corrupted, unreadable, or incomplete relative to the published page count metadata, Index Data will provide a verified replacement file or issue a 100% full refund upon request.
PERMITTED INSTITUTIONAL USE & PROPRIETARY RIGHTS
Purchased unabridged PDF source documents are governed by their respective statutory public-domain or open-government licenses and may be distributed, cited, and archived freely within the purchasing organization. However, the programmatic compilation structure, proprietary Executive Briefing text, HTML Regulatory & Compliance Matrices, and automated repository architecture of indexdata.org remain the exclusive intellectual property of Index Data. Automated scraping, bulk harvesting, or unauthorized redistribution of our proprietary Executive Briefings is strictly prohibited.
NO LEGAL ADVICE, "AS IS" WARRANTY DISCLAIMER & LIMITATION OF LIABILITY
Informational & Research Purposes Only (No Legal or Compliance Advice): All materials, executive briefings, regulatory compliance matrices, metadata, and source PDF dossiers provided on Index Data are strictly for institutional research and informational purposes. Nothing on this platform constitutes legal, financial, regulatory, or professional compliance advice, nor does any transaction or download establish an attorney-client or advisory relationship. Purchasing entities should consult qualified legal counsel before acting upon any statutory or regulatory instrument.
“AS IS” & “AS AVAILABLE” Disclaimer of Warranties: All platform services, programmatic syntheses, automated indexing, and digital files are provided strictly “AS IS” and “AS AVAILABLE” without warranties of any kind, whether express, implied, or statutory. Index Data expressly disclaims any implied warranties of merchantability, fitness for a particular purpose, non-infringement, or that the platform, analytical briefings, or underlying public records will meet the buyer’s specific expectations, be error-free, or reflect subsequent legislative amendments.
Absolute Exclusion of Consequential Damages & Loss of Profits: To the maximum extent permitted by applicable law, Index Data, its operators, and affiliates shall under no circumstances be liable for any direct, indirect, incidental, consequential, special, punitive, or exemplary damages—including, without limitation, loss of profits, loss of revenue, business interruption, regulatory fines, compliance penalties, data loss, or commercial losses of any kind—arising out of or in connection with the use of, or inability to use, this website, any transaction, any analytical briefing, or any downloaded dossier, even if advised of the possibility of such damages.
Maximum Aggregate Liability Cap: In all events, the total aggregate liability of Index Data for any claim arising out of or relating to these Terms of Service or any procured dossier shall not exceed the exact transaction amount (between $29.00 USD and $199.00 USD per dossier) actually paid by the purchasing entity for the specific order giving rise to the claim.
