Methodology

PROGRAMMATIC INGESTION, TAXONOMIC NORMALIZATION & CLOUD DELIVERY

Index Data (indexdata.org) operates an automated, institutional statutory, legislative, and regulatory intelligence repository.
The platform is engineered for legal counsel, corporate compliance departments, policy researchers, and regulatory affairs analysts requiring structured, immediate access to official legislation, statutory instruments, executive regulations, central bank circulars, supreme audit reports, and multilateral resolutions across sovereign jurisdictions and international organizations.

REPOSITORY ARCHITECTURE & PROCESSING STANDARDS

CONTINUOUS FIREHOSE INGESTION & SCOPE FILTERING

Our backend architecture executes automated hourly polling across sovereign legislative registries, official gazettes, parliamentary databases, central banks, supreme audit institutions, and multilateral treaty bodies—encompassing North America, the European Union, the United Kingdom, the Asia-Pacific region, Latin America, Africa, the United Nations, and international standard-setting organizations (see the live Indexed Jurisdictions & Issuing Authorities Directory below).
To preserve repository precision and eliminate administrative noise, the ingestion pipeline enforces strict programmatic validation prior to indexing:
Substantive Statutory & Regulatory Focus: The pipeline isolates binding primary and secondary legislation, Final and Proposed Rules (RULE / PRORULE), Statutory Instruments and Public General Acts (UKSI / UKPGA), Consolidated Acts and Statutory Orders (SOR / SI / CRC), European Union Sector 3 Legal Acts (Regulations, Directives, and Decisions), national parliamentary enactments, central bank regulatory circulars, supreme audit reports, and multilateral resolutions.
Procedural Noise & Single-Page Exclusion: Single-page administrative filings (< 2 pages), non-textual scans (< 200 characters), routine meeting announcements, Sunshine Act and Paperwork Reduction Act notices, local traffic orders, and non-substantive corrigenda are systematically excluded at the ingestion layer.
Single-Page Realtime Window Architecture: Each ingestion stream polls the newest published releases in real time, sorting records chronologically in memory and enforcing a future-date ceiling (<= current UTC date) to ensure timely, high-signal regulatory coverage.

TAXONOMIC AUTHORITY & JURISDICTION ATTRIBUTION

Statutory enactments and regulatory filings are frequently issued jointly or nested beneath overarching cabinet ministries and multilateral bodies. Index Data resolves the complete institutional hierarchy upon ingestion—mapping each record to its sovereign Jurisdiction (or International classification) and specific Issuing Authority (whether a national ministry, parliament, central bank, independent regulatory agency, or multilateral organ). When an upstream registry omits the specific sub-agency field, programmatic PDF signature-block inspection extracts the exact administering authority. This guarantees that repository classifications, canonical authority archives, RSS syndication feeds, and bibliographic metadata reflect the exact entity responsible for enforcement.

ANALYTICAL SYNTHESIS & MECHANICAL DOCUMENT OUTLINING

Every indexed multi-page dossier undergoes a four-stage programmatic processing sequence prior to publication:
Executive Briefing, Statutory Definitions & Compliance Matrix: The primary statutory text is analyzed to synthesize an empirical, plain-English Executive Briefing, a structured statutory definition list defining core legal thresholds, and an HTML Regulatory & Compliance Matrix detailing statutory authority, affected sectors, operational mandates, and effective dates.
Two-Stage Table of Contents (TOC) Extraction: Using direct PDF document-layer parsing, the system extracts the complete embedded bookmark tree across the source file, supplemented by automated structural heading extraction when native PDF bookmarks are absent.
High-Resolution Page 1 Visual Preview: The opening page of each source PDF is rendered into a high-clarity WebP preview card, enabling instant visual verification of the official document layout prior to procurement.
Lossless Archival PDF Verification & Multi-Tier Redundancy: Each source PDF undergoes pagination verification (%PDF- header and stream integrity check) and is mirrored to high-availability Cloudflare R2 cloud storage alongside official registry endpoints to guarantee 100% retrieval reliability.

MULTI-JURISDICTIONAL LEGAL BASIS & VALUE-ADDED FEE STRUCTURE

All underlying legislative and regulatory source materials indexed on Index Data originate from official public-domain registries or statutory open-government reuse frameworks—including U.S. Federal Public Domain (17 U.S.C. § 105), UK Open Government Licence v3.0 (OGL v3.0), Canadian Reproduction of Federal Law Order (SI/97-5), European Commission Reuse Decision (2011/833/EU), Creative Commons Attribution 4.0 International (CC BY 4.0), Creative Commons Attribution 3.0 IGO (CC BY 3.0 IGO), UN Administrative Instruction ST/AI/189/Add.9/Rev.2, and national statutory copyright exemptions for official legislative texts (see Terms of Service for the complete jurisdictional license schedule). Unindexed raw files may be accessed free of charge directly through decentralized government portals.
Index Data does not assert copyright over underlying government source documents. The platform charges a one-time transaction service fee calculated strictly by document page scope ($29.00 USD to $199.00 USD per dossier, with an automatic 15% Institutional Batch Discount applied to multi-dossier orders of 3 to 25 dossiers). This fee compensates exclusively for programmatic compilation, cross-jurisdictional taxonomic normalization, proprietary Executive Briefing and Compliance Matrix synthesis, mechanical TOC extraction, and high-availability cloud delivery:
2 to 5 Pages (Brief Regulatory Filing): $29.00 USD — Instant Direct PDF + Email Backup
6 to 15 Pages (Standard Statutory Rule): $49.00 USD — Instant Direct PDF + Email Backup
16 to 35 Pages (Extended Regulatory Order): $69.00 USD — Instant Direct PDF + Email Backup
36 to 75 Pages (Comprehensive Agency Rulemaking): $99.00 USD — Instant Direct PDF + Email Backup

ZERO-ACCOUNT CLOUD DELIVERY INFRASTRUCTURE

To eliminate procurement friction for corporate buyers, Index Data operates without user accounts, passwords, or recurring subscriptions. Buyers can procure a single dossier or assemble up to 25 dossiers in the Multi-Dossier Batch Tray (with an automatic 15% discount for 3 or more dossiers). Upon transaction settlement via Corporate Card or PayPal Business, the platform renders an immediate on-screen Official Transaction Receipt with direct PDF download and one-click batch streaming, while simultaneously dispatching an itemized receipt and permanent backup download links to the buyer’s billing email address from support@indexdata.org.
