PREVIEW PAGE 1

The Office of the Comptroller of the Currency (OCC), the Board of Governors of the Federal Reserve System (Board), and the Federal Deposit Insurance Corporation (FDIC) have finalized modifications to the enhanced supplementary leverage ratio (eSLR) standards for U.S. global systemically important bank holding companies (GSIBs) and their subsidiary depository institutions. This final rule recalibrates the eSLR buffer standard to function as a backstop to risk-based capital requirements, mitigating disincentives for GSIBs to engage in low-risk, low-return activities such as U.S. Treasury market intermediation. The rule also implements conforming amendments to the total loss-absorbing capacity (TLAC) and long-term debt requirements for GSIBs.

The final rule establishes an eSLR buffer standard for GSIBs equal to 50 percent of a firm’s method 1 GSIB surcharge. For covered depository institutions, the buffer is set at 50 percent of the parent GSIB’s method 1 surcharge, subject to a 1 percent cap. These requirements are additive to the 3 percent minimum supplementary leverage ratio. The rule is effective April 1, 2026, with an optional early adoption date of January 1, 2026. Banking organizations should consult the Federal Reserve or FDIC regulatory portals for specific reporting form updates.
